Who we are

Need

While there are many needs in our community, PTPC is currently focusing on two specific issues:

  1. The need for space and services for the unhoused population.

    • It is not difficult to notice the unhoused population in our area. A drive through downtown, a visit to the library, or a walk in some wooded areas near the city show the issue.

  2. Stable shelter for unhoused and struggling families.

    • The Salvation Army can only take individuals, and they are near capacity. The Crisis Center provides temporary shelter for women and families. There is an overnight warming center for individuals during the winter months.

Solution

The goal is not to maintain the status quo, but to provide services so that people can become independent in our community. Having these services in one location will make it much more likely that the services will be used and that consistent follow-up can take place.

Phase 1 - Development of Day Center

Step 1 - The Salvation Army

The Salvation Army, a major provider of services in our area, is experiencing financial difficulty nationwide. They will soon be reducing their services to an overnight shelter only, housing their current residents and as space becomes available, new guests.

Partnering Together Portage County, in collaboration with the Salvation Army, will offer office space at the current Salvation Army location to provide the following services:

  • Potential for on-site medical care through Noble Community Clinics

  • Case management services offered through Catholic Charities - in the third year, costs will transition from Partnering Together to individual groups.

  • Accompaniment and support from One Big Tent

  • Job search assistance, along with financial and mental health counseling.

  • Meals served by Franciscans Downtown and partnering local churches

This building could also provide other daytime services, including respite and personal support.

Total Cost - $280,000

Step 2 - Development of the 365 Overnight Shelter and Inclement Weather Day Center

In collaboration with the City of Stevens Point Police Department and community partners, we plan to purchase the former Odd Fellows building on Church Street. This location would expand capacity for overnight guests while also bringing the previously mentioned services on-site to directly support unhoused individuals.

Cost to purchase building - $250,000

Remodel building to include:

  • Two shower areas – $40,000

  • Outdoor security fence with tables – $45,000

  • Security cameras – $15,000

  • Sprinkler system and code compliance upgrades – $60,000

  • Storage – $10,000

  • Misc Building Cost - $40,000

  • Building manager (two years of expenses) – $80,000

  • One year of operating expenses (utilities, building, and liability insurance) – $70,000

  • Funding for Shelter Staff - $100,000

  • Reserve fund – $150,000

Total Cost, Phase 1 - $1,140,000

Budget costs beyond this will be supported through local churches, fundraising, and grants.
